Now, there is two blenders which one do I use SCS blender or blender?

I don't know what do you mean with "there are two blenders", but you should download blender from Steam.
Then go to the internet and download Blender2SCS, extract it and go to 2.79/scripts/addons and put the io_scene_scs in that folder. Then open blender, click file, go to user preferences and enable Blender2SCS. I hope I have helped you
