Why you dont even try? Why are you hoping that someone will build Lviv? Maybe no one will build. You can be that one, which will develop Ukraine. Remember, Even if your skills arent very good, you can practice them by trying to build a map.

Wish to take my chance and try to rebuilt some area.
Are the areas in first post still available ?

Most areas in the list are still available, such as towns in Belgium, Austria, UK and France.

Is there a video that show basic how to build / rebuild. Im totally green about building in ets2 but have lot of experience from Tran simulator. I just need some starter help:)

There are lot of Tutorials on YT. But remember the best Option is learning by doing

I can try to do the road Lviv-Kyiv but I need to know, where the ProMods developers are currently building.

How do you install the map editor?

No need to install sth.
Just enter in your steam ets2 start option:
"-edit europe" and you will start loading the editor
