Sorry, but modding is not about asking questions about everything and getting a step by step guide...
Investigate existing background files, spend some time (maybe hours) to understand it and then try to make your own one - if you fail, try again, and again. That's what modding is about Trying, failing and finally succeeding. If you want easy tutorials, stick to "normal" modding - creating new roads and so on. Making a new map in a new scale, with a new background is more advanced and you won't find many people who know how to do this.

When I had the exact same question - I need a background map, how do I create one? - I checked SCS files, tried and it worked after few fails and tweaks. No questions asked to anybody, except myself
