Exactly this. You should come to an agreement before.

Be patient and just do as you said yourself, move all the objects to the correct height. ;)

I am talking about tens of thousands of objects, prefabs, buildings, models etc... There has to be easy way otherwise... *gulp

I hope +30 is enough

You can drag to select everything and then use the height tool on 1 node, and everything will come down with it.

Yea but still we are talking about 11 sectors... Anyway this is future's problem.

A developer told me that one of the major problem was "missing horizon (closing the landscape)" What should I do or what can be done?

Is that? So selecting draw distance to "far" is enough? At first I though I need to fix the edges of mapped roads however I was asking myself "how it can be done on kilometers long plain area."

You have to do something, to make far things look nice. Terrain can't suddenly end. Finish it with hill/forest. Something, that player will see instead of just terrain end. I think it was visible in latest video uploaded by your friend. There was a river that was just ending. Make it longer or make it turn right and hide behind a small hill, so it's not that obvious where it ends ;)

Again, look at other map areas how it's done there. There are quite some map areas with large plains (Lithuania, Northwest Belgium, Denmark, Northern Germany) where you can find examples.
