Currently if you have the Baltic DLC installed, then the ProMods and RusMap add ons overwrite the Baltic DLC area.
Neither of them require Baltic DLC.
Current load order with ETS2 v1.34.x, ProMods v2.33 and RusMap v1.8.1

There is unofficial connectors that connect Baltic DLC area to RusMap, but those do NOT work with ProMods and RusMap map combo.
Atleast I have not seen any that do work.
