Balkans map works fine also with Promods and Rusmap.

Here is my mod load order from top to bottom:

A couple of things I have noticed about this load order:
1) It does not retain the custom Promods def settings. Those are gone.
2) There's a map shift that is rather annoying to look at.
3) EAA overruns the whole map

EDIT: Problems fixed. Move Promods def and Hotfix3 to the top of the load order
