I'm guessing Rebuilt Hungarian Interchanges 2.3 doesn't work with 2.30? I've tried putting it in different load orders and nothing shows up. Only default.

cdawg9999 - bad load order. I use it with Promods 2.30 and it works totally fine.

I don't understand. I successfully downloaded and extracted both files in Automatic tolls.
