It's a merge of DLC + RM city actually.
If you don't have issues in DLC only version, then you have the answer already - SCS optimized it properly by making a lot of "scenery".

It was not a complain, it was an observation by me.

And yes it is here, cause St. Petersburg in the Rusmap 1.9. Version of Russmap is not from SCS alone, it is a mix from both and made by Sergey,

So I just wanted to ask if others have similar issues.
Or if there are some things to improve performance exept change to the other Russmap by GMTavares..

That is next to be tested by me..

 Mod 'PPM2.41_RM1.9.0_v1.35_roadconnection' updated to version 4.2
  Changes:
1. Fixed 'pink' texture, taking place to be in the north of Russia.
 2. Fixed bugs with police cars, as well as the lack of traffic numbers in the sections of Kandalaksha - Alakurti and Kandalaksha - Kem.
 3. Not significant cosmetic changes.
