Then you're doing something wrong. Have you downloaded ALL the files into
the same folder? Then unpacking by selecting ONLY the first one, ending in
.001? Do all the first 4 files have the size 256 000 kB?

I prefer this one, because of the merged Saint Petersburg, and this will have additional cities in the future, but if you have a weaker PC, then the other version might be better for you
