It's mostly the edge of a city with industrial areas so you're not driving into the actual city center...

2) Making the city in the correct scale of 1:1 with the current models is virtually impossible.

It's not impossible, just very, very hard to fill.

One thing you have to beware of is that the place is quite flat so you have to cover quite some space when look at the horizon...

PS: Mandelsoft; do you have some tips for optimisation? Like the cut planes function which I'm not really familiar with...
