Switzerland prefers neutrality, perfectly understandable. Just because it isn't a member of the EU, doesn't mean that it's underdeveloped or lazy. They have three major linguistic zones, French, Italian and German, with another older language, Romanic or Ladin, also divided by cantons. The Swiss handle English just as their own three domestic groups. They have to, it's the language of trade, also their banking skills are among the best in the world. Proven many times.
As for the previous statement and map by Mandelsoft, some people usually stay in their own comfort zone, it's difficult to leave it behind and learn new skills or expand horizons, whatever those may be.
