Mod suggestion! GPS Fact about cities and language courses

Was thinking about a mod that would give you the possibility to learn any countrys language when you pass the border. Bit like ets local radio but with language courses.
Would probably be a big file with all that audio files but is there any web page that has language courses you can use like radio files and combine them into a mod that you can switch to in any country you pass?
Other idéa i have is if you create a mod that gives you more facts about the countries you pass like in the gps window or something? And when you pass UK you get information about the capital. Population currency and foundation of any city you pass and a little more fact? Would that be possible?
If i want to dig in deeper and create such a mod where to i start? Which files are the gps under? And how would i do it?
