They've hinted something in the blog. They said that they are also working on east and northeast (Utah and Idaho), which means that the upcoming ATS DLC are the ones from the map of the last page.

Yes, check Wujek Bohun blog video. There is still desert in the monitors too. :D I think they are working on Utah and maybe one more state for this year. :)

the eastern/southern eastern portion of Oregon is quite desertic, only the western coast is green. Just look on google maps and you will see it.

That is due to the Cascade range creating a rain shadow effect over the area. All the rain is dumped on the mountains and the air is much dryer on the leeward side of the mountains leaving a semi-arid environment on the Eastern half of the state.
