As i understand it (they said that there are working on east and north-east too), i think they were talking from the entire game area point of view. As they said "north wins", and north is oregon, so north-east should be Utah and east should be Texas.
Perhaps i'm wrong but creating Idaho before creating Washington would be weird because Idaho is very norrow in the north, between washington and montana.

This map was there till the beginning (just california and nevada were brightened), so :
1 - this is SCS's plan untill the very beginning
2 - they will update the map if they want to develop another state

Well, but this map still makes sense for me. All of these states that are showed on this map have border with the base game states. That means that SCS can sell new DLC separately, but if SCS would develop Texas, players would have to buy also New Mexico DLC to reach Texas. That's my point.
