After the Washington DLC have been released, do you consider to start mapping in Canada or do you have no plans for it?

Not bad idea, because SCS won't go to Canada after Washington DLC and it will take very very long time to create whole US. ProMods can create Canada, beacuse Canadream is in bad quality.

It's possible

Yes British Columbia would be great, with Vancouver as a major city. And yes, even if SCS's wish is to cover parts of southern Canada and northern Mexico one day, it probably won't happen until whole USA are completed (if they are completed one day).
