"fn" activates that additional stuff like brigthness/volume up/down.
F11 is F11
fn + F11 is volume down
Maybe your laptop has it reversed for some weird reason.
Sounds like a really stupid design, because here "brightness down" is on F5 (activated by fn + F5). So on your laptop, if I pressed only F5 to refresh a page, it would lower the brightness every time?

It is Dell but fn on my laptop makes another things not reducing the volume down only. When I press Fn+F11 that happens in Google Chrome. It makes it full screen. So I can try Josh0 way. and when I press Fn+F5 it refreshes the page

I have seen some laptops have a "function lock" key, which allows the alternate-functions without pressing the Fn key. I have also seen a few that have this "function lock" as a setting in the BIOS screens, so the alternate-functions are "always" enabled (unless you disable the BIOS setting, or hold the Fn key while you press another key to momentarily cancel the function).

I agree, laptops in general are usually a pain-in-the-a** design because something has to be compromised to fit everything into the smaller package. ;)
