Well, a negative value is a number with a minus sign placed first, then followed by the number, like -1000
I'm sure I have seen values with a ".-" ending in some shops, also take a look here:

ETS2 has always listed all prices as $X.-, where $ = your chosen currency symbol and X is the value being charged.
The game doesn't keep track of values less than a whole number. It's been this way since day 1 of the game being out.
American Truck Simulator behaves the same way.

It's a bit weird to me that it works like that but if that's how it's supposed to be for everyone then I guess it's fine.. Never noticed that before for some reason lol. I too recall seeing the '-' after prices, but I guess that formatting is more common in Europe than in the rest of the world. Thanks for the info.
