You can't download ProMods 2.20 because it has not been released yet.
ProMods 2.17 is not compatible with 1.28 beta. You should not play with mods on beta versions, beta versions are for SCS to test the game and mods should always be disabled.
If you don't see ProMods files in the mod manager (and you are running the correct versions) you should check if you have extracted the package successfully.
