its frozen when i try to play the game(haven't played in few months) i tried downloading it all over again and reinstall it and it changed nothing

Post your gamelog. Otherwise we can't help.
Mybe you're not waiting long enough. After each update the game has to rebuild the navigation cache, whch can take up to 30 mins on slower PC.

i let it "load" for 20min and it didn't move a millimeter

Yeah it is not loading long enough. The first time loading can take up to half an hour or longer. After that it should be very fast
