Cannot play with promods + rusmap, game crashes on loading

Tried rusmap only and promod only - game loads and asks for starting city.
But when i run both with correct load order from rusmap folder - game crashes on loading.

Looks like new RusMap requires DLC Italia and it'll of course crash the game if you don't own it.
