Edit: I redownloaded the def file, no effect...
I randomized order the mods loading and i got different results
Sometimes crash, sometimes map is fine, but game freezing is back...

After closer inspection of your screenshot. The checkbox, apparently, is only useful when using Poland Rebuilding.
When you don't use Poland Rebuilding, you don't need the checkbox (I think) and you have to deal with the shifted map...

Try switching the load order that you put ProMods+PR+RusMap port fix above ProMods def, maybe it helps.
I even get these routing errors too so there might be a problem on Poland Rebuilding.
