ProMods 2.11 with the 2.12 DEF is indeed not compatible. There is a reason they've got different version numbers 
To use the latest and greatest ProMods version, which is 2.17 on ETS2 1.27, you indeed need ALL map-DLC.
If you only own DLC Going East and DLC Scandinavia the last version you will be able to use is ProMods 2.12 on ETS2 version 1.26.

Yes, you have to downgrade to 1.26 as said above.
