It's hard to say, every hardware is different... The only way to find out is to check it out yourself.
DLCs are worth buying anyway.

yes im running on high details but there is a little bit lag sometimes.
is that an isue?

That's hard to say, depends also on what you expect and what you consider still playable. Generally, Promods is more demanding (i. e. runs less smooth) than an unmodded game. Could be that you'll need to adjust graphic settings and there might still be lag in bigger cities and less optimised areas. However, best option is to try it, to see if it works for you. You could try an old version of Promods first (PM v. 1.91, to be found here) which does work without expansions. If you want to try that first, you need to downgrade your base game to ETS 1.18 in Steam beta branch. But I admit, that's quite a hassle.

I've just bought scandinavia and going east and i play the pro mods 2.15 and it works perfect!
