So I used the pay link for promods however I don't have the Viva La France DLC and I payed for the 2.15 version, any way I can switch to 2.12?

You've paid for bandwidth used for your download, not for the mod itself.
So, we can't do anything about it - giving you another link, for 2.12, would cost us that 1$.
