Yes you can use them, but only for personal use. You can not publish your work anywhere.
Except when you will make it work with ProMods. So one needs to play ProMods and your mod at the same time, like Balkan map does.

But when a person downloads my mod without Promods's models and after this he downloads promods from this site and when he start playing Ets 2 activate only my mod with the 2 mods of Promod's models ... It can be ok ? Thanks for the answer !

No if you make the mod dependent on ProMods you need the entire mod.
It will not work to just use the models file because the definitions for them are kept in the def file.
