Sorry but people who don't have France are an absolute minority. The percentage of people who don't have all 3 DLC's is <4% of the active ETS2 community. We cannot cater for everybody because keeping non-DLC dependency forces us to develop another branch of the mod. This project is huge and complex and that added burden is simply not acceptable

Because Promods supports at some point only games with all dlcs, as they usually use assets from the dlc in their mod too at different points of the map.

The assets come for free but the acctual map dosen't

The assets come from the DLC. It is possible to rip them, but that would be illegal. Therefore, you still need all map DLCs in order to properly use their assets.

It's not much, but some people expect everything for free..
Like I said, if you side aside 3,50 euro per month, you can buy any ETS2/ATS addon when it comes out.

Another option is to stay with PM 2.15 until you we're able to purchase the Vive La France DLC. Other than gaming websites like G2A and instant-gaming, you can also wait for a SCS sale. SCS usually participates in the Steam summer sale.
Add the DLC to your Steam watchlist, so you know when the DLC is on sale...
