I have updated ProMods to the latest version and the compatibility log stated that Barcelona and Manresa underwent optimization. However, while driving around Barcelona, the lag is still pretty much the same as it was before the update (frame rates below 20fps). I am running ETS 2 with a GTX 1070 with settings on HIGH. To be honest, the view of Barcelona in game is very pleasant to the eye but the persisting lag sort of ruins the view.

I run a pair of Titan X(M) cards in SLI for my surround setup. I get anywhere from 30-120fps. What I have noticed is in and around cities ETS, especially with promods, tends to slam Core 0 on my 4930K. I recently tried tweaking things with Process Lasso and it helped a bit. Frames still drop, but now the load is spread across 2-4 cores and the stutters and jitters are gone despite low FPS. The game is very much CPU and not GPU limited. Sadly it really does not take advantage of multicore chips.
This game engine is getting old and it doesn't scale well with new hardware.

My scaling is at 400% and I run the game at 2560 x 1080 as I have an ultrawide monitor. Most of my games are capped to 60fps anyway due to monitor limitation. City driving I usually get anywhere between 30 to 50 frames and country/highway would usually get me between 55 to 60 fps. I doubt scaling plays much of a role for performance of this game.

I don't think it has anything to do with GPU/graphics settings. Something is going on CPU side. I can watch my hardware monitoring software off on a fourth screen. When frames drop, GPU usages is falling and CPU usage goes up. There is some sort of bottleneck in the code. Something that is preventing the CPU from feeding enough data to the GPU to keep the frames up. The tweaks I mentioned above helped by spreading the load around the CPU more rather than loading one core, but the issue is not fixed. I still see GPU usage go from 98% in the country to 40-50% in cities.

I think the problem is just the old game engine. It still runs on Direct-X 9 - maybe in future SCS is upgrading to Direct-X 11 (or maybe 12).
Changeing a Direct-X Version is really much work to do - so we will have to wait and see...

I would recommend lowering the scaling to 300% or 200% as you shouldn't see any difference in quality on a 1080p display when doing that. It will however boost your performance quite a lot.
Here is how scaling works:
I run the game at a resolution of 1920 x 1080 px. With scaling set to 200% the game has to render an image of 3840 x 2160 px and then downscale it back to 1920 x 1080 px in order to display it on my screen. With 400 % scaling the image is considerably larger. Because of this, adjusting scaling can give you a huge boost in FPS.
