But the SCS files are big. Thats why they are packaged in a 7z file when transfered. And the SCS files are the ones that are locked. One map change then would mean an update for the promods-map and other related files. So it would reduce the download speed they wanted to achieve with the hotfixes.

Downloading one or two scs files is still a difference than downloading all files again. I´m pretty sure it´s possible to realize.
