Is Romania in development , or considered 'finished' ?

I did a previous post , but it got denied , I think I was a little bit too rough , sry for that ! I don't feel like Romania is done at all . It has many issues ! No unique gas station ? The developer who worked at Romania ,has a pretty good imagination .The road from Baia Mare to Piatra Neamt does not exist on google maps , hmm ghost road maybe ? And some of the roads in southwest are in Serbia' territory.10 main cities out of 41 ,not even half of them ? 25 % of Romania is done and it is considered ' finished' ? If it is still in development , then sorry for wasting your time !

We just don't have a dedicated developer for Romania at this time.

Mirfi's PC didn't allow him to use more assets because of performance issues. After he released this version of Romania and Moldova you see, he quit modding and he'll be back with a new PC.
Romania will be bigger in the future but nobody is working there now. We have different priorities currently.
