Yes.
You pay for the bandwidth used for your download, not for the mod itself.

- What version of 7-Zip are you using? You should be using 16.04, the latest stable version, 32-bit if you're on a 32-bit system and 64-bit if you're on a 64-bit system.
- Are you trying to unpack anything other than the archive "promods-v220.7z"? You should be unpacking this and only this archive.
- What size and checksum do you get on the archive? These should be the correct ones:

You are using a lot of other mods. Can you try only Promods first and add one by one other mods until you found the culrpit?
You should have set to 64-bit mode because you have 8GB RAM. You can edit with -64bit in launch options for game properties in Steam Library.

You're trying to use Italymap together with Promods. These two are not compatible.

I`m having a trouble when paid for the 2.20 mod premium link expired.The same thing happened when I paid 2.18 for the purchase, and I bought it 3 times.Any help would be appreciated!!Sry for my terrible English.

Are you using a download accelerator, download manager, cached browser (like Opera) or ToR?
