ProMods 2.16 indeed isn't available anymore, since a bugfix 2.17 has been released.
Downloading ProMods 2.17, which is compatible with ETS2 1.27, work perfectly fine.

Downloading via 4G? This may be the problem in your case. I've checked and there has been no server errors. It seems like there may have been other people downloading via your IP at the same time exhausting all server connections for that particular IP address. Nothing we can do, try again to see if it works and if not then download via a proper connection on a computer.
