Can you make ProMods without Viva La France DLC . It would be Nice for everyone .

No we won't. ProMods uses DLC France assets all over the map.
It would basically mean we would need to make an entire new mod, just for the one who won't own DLC France. That's just not worth the time.
It's not as easy as 'just deleting DLC France area' and adding back our own old France.

In fact, future version will most likely rely on DLC Italia too.
