Will RusMap ever be intergrated into ProMods or be added under the Add-Ons section.

answer is: no.
RusMap is a independend map project, you can use it with ProMods, but you can also use it with other map mods.

The only thing which could be possible is that promods itself expands in that area but at this moment the map would be incompatible.
The reason why they don't do that, or at least now, is because they are busy with many other areas ... some areas of Europe itself aren't touched yet and because of the existance and the "not bad beeing" of the Rusmap did they say that you can add the Rusmap for the Russian part of the map.
Noone knows if there will ever be a unity between these two maps or something similar but we know we have the mediums to drive in Russia .. even it is not by Promods
Let's thank @aldimator and their developers for the possibility they give us to do that so and logically Promods as well for many hours of excitement

i think.. there is agreement between rusmap/promods teams about area they covered.. also, rusmap is standalone/independent map mod compatible w/promods or other mods, it depends only on base map and dlc`s.
