why is there the need for DLC when using promods, i used to use without and it worked now i cant use it, pretty annoyed when i paid to download it and now im gonna have to ring my bank and get it back!!
am i the only one seriously annoyed about this ? surely cant be hard for the game to ignore the areas i havent bought to unlock

We have had DLC requirements since 2015, you can find the required compatibility information on this page:

I would highly advise you not to ring your bank because you will be committing fraud by doing so.
The DLC requirements are advertised in 6 places prior to downloading, including on the download page itself in very large and bold letters.
Once you make the payment you commit to a transaction where our partners Payloadz (hosted by Amazon) serve you the download.
Once the download has completed the service has completed and refunds cannot be issued. You can also find that in our terms:

The product itself is free, you pay for the fast download option, therefore money cannot be reclaimed once the fast download has been consumed.
We would bankrupt ourselves if we had to pay for all the downloads where people changed their minds, because once the download has been consumed we have to pay the bill to Amazon!

It clearly states you need the DLCs for it to work. Why did you pay and download it without reading all the info before?

Well, Going East may not aged that well in light of the rest of the DLCs, but I agree that Scandinavia, Vive le France and Italia look truly fantastic.
