You can activate retail codes on Steam, in case SCS ever decides to put a discount on their retail downloads.

Already knew that, since you can activate a boxed copy of ETS2 on Steam if you enter the key that you find in the box :D .

I agree with you but in their defence, modelling is very time intensive and not everyone likes doing it. Creating country specific assets takes a lot of time. In the UK for instance you can find these custom buildings, but it's understandable that we won't see this in every country.

What nobody has said yet is that you can download ProMods without having any purchased DLC. -> BUT <- (there's always a "but" ;)) the newest version that doesn't require any DLC is the version 1.91 (please check this -> compat.php). Also, as you may notice, you'll have to downgrade your ETS2 version to 1.18, 1.17 (with patch) or 1.16, if not it won't work. Sad news for you as your home country (?) Lithuania wasn't in this PM version (it came in the next one :P). You also miss some awesome scenarios and many many more km.

Hope it helped you :D

Modelling one house can take several weeks of full-time labour. Plus we only have 2 or 3 modellers in the team and they are restricted heavily by time (private life).

We are not a professional game studio like SCS so we have to make do with the means that we have.

To answer the original question; >99% of the community have all the necessary map DLCs so we base our requirements on how the community moves along. Often DLCs can be purchased for only a few € in Steam Sales.
