A law like this is the result of the wrong people in the wrong places.
The people who decide stuff like this are people from the pre PC-gaming era. They don't even know what they're talking about.
I can't even think of an example of modding which harms the maker of the game...
GTA modding doesn't hurt Rockstar
Train Simulator modding doesn't hurt Dovetail
ETS2 modding doesn't hurt SCS.
In fact. IMO modding keeps games alive. As I said before, ETS2 would be long dead if it wasn't for the modding community.
Almost all major mods will require DLCs in the future (or already do), ProMods, TSM, Rusmap, you name it.
Which means SCS will get money from the users of those mods. We can't play ProMods without buying the necessary DLC.
