Can a company mod crash the editor. I mean the real company mod by satan19990

Yes, since it could be loaded in not the correct order and thus overwrite something that can crash the editor. As said just only put the 7 ProMods files in your Mod folder and you're good to go. If it still crashes then post your gamelog.

I don’t know if my load order right but I will remove all mods except ProMods.

Portugal will definitely not come in 2.3. In Spain, there are some new cities (e. g. Teruel, but I think it's not allowed for me to write other city names here).
