Which Graphics Mod?

Hi all, I found this video the other day by Squirrel and I am just wondering what graphics mod he is using. If he is using one at all.

I currently have the Realistic Graphics Mod (V2.1.1) By Frkn64Modding and the HDR Fix and the Summer Environment V2.7 weather mod by Grimes, although I only have the weather mod and the HDR Fix enabled at the moment and a car mod and ProMods 2.27 and a real fuel price diesel price.

I'm not sure if he's using a graphics mod or not but any help would be appreciated.

Also does anyone know which Jazzycat pack includes a more different variety of British police cars. I'm only asking because on ProMods 2.27 I spend most of my time in the United Kingdom, Wales, Scotland, Ireland and Northern Ireland.
