Check your mod folder if any mod (loaded after ProMods) is overwriting the "def/game_data.sii" file.
I had this issue once, and it was caused by a weather mod.

You can try searching for a mod that will expand the map view, or if you have experience editing mods, then you need to increase the zoom uplift and camera limits values in game_data.sii. Either edit a default game_data file and create a mod, or edit one in an existing mod. Name the mod so it loads last to ensure it's not overwritten. But the more mods you use, the trickier it becomes to manage them .
I've just had to modify my own mod to expand the map to include a Russia map mod.

Try re-naming the weather mod so it's above ProMods in your mod folder (e.g. put "aaa" at the beginning of the file name). That would prevent the map values in the ProMods game_data.sii file from being overwritten. Mods load in alpha-numerical order (0-9 then A-Z). More info about that here: http://forum.scssoft.com/viewtopic.php?f=111&t=60055.
