So I get to the garage you can purchase as there is a National Police blocking the entrance with a car that was pulled over. I know with other side road things in Promods, they don't go away. So how is one to get into the garage and own it with the National Police blocking the entrance?

This sounds like a random event, so it will be gone by the next time you arrive there.. At the moment there are still some places on the map where random events spawn where they shouldn't.

Ok great to know. I just thought those types of things were permanently always there, so thank you for reassuring me they aren't...
