Tbh this plan is far to big. We won´t even include 70% of what you listed. So far we planned this:
Cities: Tallinn, Tartu, Haapsalu, Narva and Panü

I agree. I might not know Estonia very well, but that would be good for gameplay purposes.

I know this is slightly off-topic, but I've noticed that your plan forces all traffic entering Latvia from the North through Riga. Would it be possible to connect Pshkov to Daugavpils via Rēzekne (Latvia) and/or Ostrov (Russia)?

Yeah I noticed it as well and Im seriously thinking to add some russian places to make sure that u can drive more east and not just Riga...
