This question has been answered a lot of times.. Please use the search option 
The development of Scandinavia is on hold due to the coming release of the DLC Scandinavia by SCS.
ProMods will merge their work with the DLC. And continue development after that. The DLC will bring truckloads of new, useful, stuff into the game.
So yes, more cities will come in North Sweden, only not for the upcoming version.
