I can confirm the Pathfinder achievement (100% map coverage) is possible with ProMods enabled.

Even with the default amount of cities on the base map with all DLC you wouldn't be able to fill all garages.
Is it because the "list of names" is limited?
-> Wouldn't it be quite easy to just make a "random generator", or just add all 23 letters of the alphabet behind the each first name? The latter would at least bring the number to 3.519 (which would be sufficient for a while, I guess).
I assume said list is limited because it's a list of early contributors to the game or some sort of easter egg for the devs at SCS.
If I had any knowledge of programming or modding, I'd probably start working on that

There is mod which offer above 1200 drivers and one above 400 drivers. So, find them, take a look and have funny with modding!
