Modify Country Speeds limit

Hello ,
First i just wanna say that i really like what you've done to the game , you guys added more ''spice'' to it ^^ .

the thing is that i wanna change the countries speed limits but it seems that all the files are password protected ... bummer.
so is it possible to have the password to be able to change them ?
i wont do anything stupid or use it in any other ways other than what stated above , I PROMISE !.... pretty please ?

The files can't be openend. Winrar thinks there is a password but there isn't.

As for the speedlimits, the last time I checked they matched the countries limits, so there is nothing wrong with them.

its not that they are wrong , i just wanna increase the limit cause i like going fast and the AI is just killing me by their low speed .
