First; do not know what resources are available, or if the team here at ProMods develops your own along the way, but chaining your vehicle would be cool in places such as Iceland and such. Have a place on the side of the road with idle markers like rest areas perhaps would work. Someone on a road or entering one would not HAVE to chain-up, but for immersion it would be neat. Maybe ambient noise too.
Second; if its possible to penalize Hazmat loads from not stopping at railway crossings. Something not on the road, but in the actual load.

That would require edits in the game engine, and unfortunately that goes beyond the scope of a mod..
