never heard about this before but I like what there going to do with this project. Hope the Rogfast sub-sea tunnel project becomes a success.

Small update...
This is going to be expensive.
Current estimate is 14.2 billion NOK, or 1.648 billion EUR.
Toll price for driving the tunnel is estimated at around 300,- (34€)for vehicles below 3.5t and 900,- (104€) when over 3.5t.
Gov. is only contributing around 2.83 billion NOK, the rest is financed through toll. With the prices above they estimate 20 years down payment.
This is going to be expensive.

Well all should be paid at first but there will probably be some company (maybe even government owned) that will take up the revenue of the toll in exchange for money to finance the project.

There is usually a private company set up for each project that is responsible for the toll collection. Though there are talks about combining them into bigger regional ones to save money. The administration cost is to high with all these companies.
Its just sad that the gov. can not contribute more. Our Government Pension Fund Global is hovering at 6900-7000 billion NOK (http://www.nbim.no/en/) and still our infrastructure is falling apart. There is an estimated need of repairs on existing road network at a price of 1900 billion NOK.
I should add that the ferry that will be replaced by this project, Arsvågen - Mortavika, cost around 170 NOK for a car less than 6m long. Trucks longer than 19m pay 1096 NOK.
People/companies using ferries a lot use a prepaid card that give them 50% rebate. This card needs to be filled with a minimum of 3100 NOK each time for small vehicles, and 23300 NOK for vehicles over 17m.

It's been over two years and today our Parliament approved the plan to build this monster tunnel
Costs is now at 16.8 billion NOK (1.79 billion EUR), and the gov has increased its cut to 5.1 billion NOK.
The rest will be collected by toll for 20 years. Estimated price for vehicles below 3.5t and all RVs is 360 NOK unsubscribed, and 288 NOK prepayed subscription.
Not found any price for heavy vehicles, but I'm guessing 2-2.5x times the unsubbed price above.
When this is completed in 2025/26 it will be 26.7Km x2 long and go down to 392m below sea level.

Work has started on side tunnels for transporting materials out. At least one of them will act as a ventilation tunnel when it is all completed.
I believe they have also done some of the main tunnel entrance cuttings.
