SSD makes no difference in improving fps

The game preloads assets and might write to the game.log too as you drive, this has slightly impact on the performance
If massive amount of data is written to the log the game slows to a crawl and becomes unplayable, eg problems with GPS/routing
Depends on your logging leveel I assume

I am wondering does anyone get 60 FPS on Promods?

I have 60fps outside cities usually, that's nothing unusual to have 60fps when driving in the middle of nowhere.
