Local Car Plates In Foreign Countries.

I feel lonely sometimes when I am driving, because there isn't any sort of plates appearing in other countries e.g German car plates in France. I know that they can go in France because of border crossing but they despawn shortly afterwards, and its kinda unrealistic considering irl when I go through Germany I see trucks from all sorts of countries.

But this shouldn't be common though, It should be a 5% percent chance of spawning or something like that.
It shouldn't be too unrealistic, it should depend on what country its in.
e.g Russian plates (Rare) have a higher frequency of spawning in Belarus then Spanish plates (EXTREMELY RARE).

It should be added into ETS2, because I know for a fact that ProMods might not be able to do it.

It is something that would not perform well with how SCS's current engine works.
