Question on how to pay a violation fine in real world

Please let me know because I live in Japan and do not know the European traffic rules in detail.

For example, assume that British driver had a speed violation in Moldova in real world.
In that case, how will he pay a violation fine to Moldova's police authorities?
Is it necessary to visit Moldova from England based on the subpoena from the police authorities at a later date and pay a fine?
Or can you pay the penalty with a credit card?

The violation will be paid by bank transfer.

It depends.
I've heard you just pay with a bank transfer in the Netherlands. You also do it the same way in Poland. But I seriously doubt it works this way in Moldova. Maybe you pay immediately when you get a fine. It works this way in Slovakia. I'm here right now, so I read about it a bit (unless I found outdated info).

Thank you for answering. The driver will supposed to pay a fine by bank transfer...
By the way, in case of traffic violation in Japan, the fine will surely be paid at the post office. And the police officer does not receive any cash.
