I was intrigued by a license plate in this format today, belonging to a BMW speeding down the outside lane of the M6. My first thought was North Africa but that's probably stupid of me I'm amazed by the fact there are 9 characters. Where is it from?!
Best I could do with 2 minutes and MS Paint

They have "CD" in them, so they're probably diplomatic plates. As to the country... Cameroon has green as a background colour according to Google, but should be while letters/numbers then. Though diplomatic plates often have different colour schemes than regular ones. Next time, get a better look or chase him down.

Yep, that's what I thought too. CD stands for Colonial Diplomat (or at least it used to, I'm talking 1960's ). And if things haven't changed, then speeding is something they're allowed to do.......
